Expandable Foam Bags or Pre-Perforated Grid Sheets?
Choose expandable foam bags when the packing method calls for forming cushions during packing. Choose a pre-perforated foam sheet when the job calls for removing sections from an existing grid. Both can produce a shaped arrangement, but they create different work at the bench. Compare that work before treating the two formats as substitutes.
Expandable foam introduces an activation stage
Sealed Air's Instapak Quick RT user guide describes a two-component reaction that forms polyurethane foam inside the bag. It specifies 65–90°F (18–32°C) for best results, preparation of the box and item before activation, and immediate packing as the foam expands. This is a timed forming process, not a sheet that waits indefinitely while an operator rearranges the job.
The guide requires eye protection and a well-ventilated area and warns that the activated bag becomes warm and vents steam. Compare the actual formats being ordered

The 18 × 18 inch bag measurement is not a finished cushion dimension. Likewise, the foam sheet's dimensions do not describe the remaining cavity after squares are removed. Keep the finished arrangement as a separate drawing from the purchased material specification.
Compare a complete job, including interruptions
For a hypothetical short run of several different product shapes, record when the carton, product and selected foam become ready at the bench. Include preparation, material handling and completion of the pack in the method comparison. Do not compare only the few seconds spent activating a bag with the entire time spent preparing a sheet.
For the grid method, record the approved removal pattern for each product version. For the expandable method, retain the approved cushion arrangement and work sequence. If the operation regularly pauses to retrieve missing accessories or cartons, resolve where those retrieval steps belong before scheduling the forming work.
Keep purchase units attached to the approved method
A 36-bag case and a 12-sheet case are material quantities, not the numbers of finished packages each will produce. Calculate replenishment from the documented arrangement after it is approved. Neither listing alone establishes that one bag or one sheet completes a shipment, and this guide makes no ESD-performance or damage-prevention claim.
