The problem

Bubble wrap loses cushioning when bubbles pop under pressure. Popped bubbles offer no protection — the item packs against a flat plastic film instead of an air cushion.

The fix

Use appropriate bubble size: 3/16" bubble for light items, 1/2" bubble for heavier or more fragile items. Wrap with the bubble side against the item. Don't over-compress during packing.
