Chipboard vs Corrugated Pads for Flat Goods
Choose a pad for the job it needs to perform inside the package. A chipboard backing pad and a corrugated pad may share a footprint, but their construction and installed thickness differ. For flat goods, compare how each sample supports the item, fits the outer package, and behaves during packing.

Define the problem before choosing a material
Write down the issue you are trying to address: a thin stack curls during handling, corners slide past the backing, the package becomes too thick to close, or adjacent items rub against each other. Each observation points to a different part of the package.
Chipboard is solid paperboard; corrugated board has a fluted layer between liners. Those constructions are useful starting distinctions, but they do not establish the performance of every pad. Dimensions, caliper, board construction, orientation, and the surrounding package all affect the result you need to evaluate.
Compare samples against the same job

Worked example: backing changes the closed thickness
Suppose a hypothetical flat order consists of a document stack and its sleeve measuring 8.5 × 11 × 0.25 inches. The packing plan uses one backing pad on each face. One sample pad measures 0.03 inch thick; another measures 0.16 inch thick.
With two 0.03-inch pads, the nominal stack depth is 0.25 + 0.03 + 0.03 = 0.31 inch. With two 0.16-inch pads, it is 0.25 + 0.16 + 0.16 = 0.57 inch. Neither total includes any additional closure folds or protective components.
The 0.26-inch difference can change which outer package is worth trialing. It does not tell you which assembly offers adequate protection. These are hypothetical sample measurements, not standard thicknesses or a universal two-pad packing instruction. Measure the finished stack and evaluate the complete package.
Check the footprint as carefully as the thickness
The product should not slide beyond the support area during your intended packing process. At the same time, a pad must fit the outer package without bowing or interfering with its closure. A nominal box footprint and a pad cut size are not automatically identical.
Confirm the exact dimensions of both. Where a layer pad is deliberately undersized for a box, use the supplier's stated cut size rather than assuming every pad has the same clearance. A pad sized for an internal box layer may not be the right footprint for a flat mailer.
Approve the assembly, then calculate quantities
Make comparable samples using the same goods, outer package, and packing method. Record the material identifier, measured thickness, orientation, and observations. Keep the chosen sample as a reference for the packing bench. Changing the pad should trigger a fit review if it changes the closed dimensions or component arrangement.
For purchasing, multiply orders by the approved number of pads per order, then round up to the selected pack quantity. For example, 120 orders using two pads each require 240 pads before any separately chosen allowance. Check the actual product pack count before converting that requirement into packs.
