A liner that is too small will not stay in place and will fail at the rim under a partial load. A liner that is too large folds over the rim and collects debris between the liner and the can. The correct liner is 10% to 15% larger in capacity than the actual can volume, which allows the liner to hang properly with a generous overhang at the rim.
